He's a failure.  Becerra is a failure as a leader at HHS, an absolute failure as Secretary of HHS.  When you look at the fraud that we are finding now that is occurring under HHS through Medicaid and Medicare, SNAP [Supplemental Nutrition Assistance Program], and every other benefit through the Somalians up in Minnesota through other fraud that we're finding that occurred that we're finding through HHS, this happened under Becerra's watch, and nothing was done.
