The state tried to make hay out of the fact that these officers, you know, why didn't you give him CPR then?  First of all, he's breathing.  You don't give CPR to someone who's breathing.  Second, he's disgusting.  He's a homeless drug addict, and none of these officers are going to put their lips on his mouth.  You know what happens when you give CPR to people?  So full disclosure, I used to work on an ambulance crew decades ago.  Our expectation was if we gave CPR to someone who was not breathing and successfully got them breathing, they vomited. That was expected.  Today we have these breathing apparatuses we can put over their mouth so hopefully the vomit doesn't get into your mouth.  Nice, huh?  But of course, today, we have widespread hepatitis.  We have AIDS.  We have all kinds of nasty stuff that none of these guys want to bring back to their families much less suffer for themselves.
