Any situation like this you want to mess with the head to the bad guys.  You not only want to put the guys in the regime on notice but also their friends elsewhere you want to put the Chinese on notice you want to put the Russians in the Iranians on notice.  You say, "We're going after this regime.  If you interfere, that's going to be a problem."  So the president wants to put that concern into the calculus of Venezuela the Chinese the Russians, Iran, whoever else.  --J.
