WAYS & MEANS COMMITTEE CHAIRMAN, JASON SMITH, MO: "urged the House and Senate to act swiftly" Isn't that what they always say?

The budget bill passed the House 217-215 and would set out a total amount of money Congress could spend to implement Trump's priorities.  --USA Today

From the Ways and Means Committee,  

During debate on the budget, Ways and Means Committee Chairman Jason Smith (MO-08) urged the House and Senate to act swiftly to give small businesses and working families the certainty that their taxes will not increase in just a few months . . .

Wasn't this the same cry for Trump's CARES Act, that we "must act swiftly"?
