Fires are a tried-and-true method for elite city planning

St. Paul's Cathedral, London.  The Great London Fire of 1666 was called the Fire of London, which is different obviously from the 1834 fire made famous by British painter W. H. Turner, "The Burning of the Houses of Lords and Commons, 16th October 1834."
