Makes sense. If a coty or WEF or UN organization wants to build a smart city in your neighborhood, isn't it a lot easier to hide the crime than the government declaring their menacing intention by the paperwork of eminent domain? With a fire, they can blame arson, looters, power lines felled, winds, heat, global warming, whereas with eminent domain the homeowner knows who he's dealing with.
Translation: This means that residents need to vacate and/or sell their property early, anywhere that there is another smart city projected to be built.
