Refugee resettlement : A formal U.S. program (U.S. Refugee Admissions Program, or USRAP, established by the Refugee Act of 1980) where eligible refugees — already outside the U.S. and often in a third country — are vetted overseas (multi-agency security checks, interviews, biometrics) and admitted legally as refugees. They arrive with pre-approved status, work authorization, and access to initial support services via the Office of Refugee Resettlement (ORR). After one year, they can apply for permanent residency (green card), leading to citizenship.
