It will pay the landlords a year’s rent up front to encourage them to forgo the usual credit, employment and background checks for tenants
So they illegally and immorally starved landlords of rent for nearly two years and now offer them a year’s rent in advance. I wonder how many would go for this offer if the government had not already driven them to the brink of bankruptcy?
