You go and live in a foreign country, you take on all risks, whether you're being tortured or not.  The United States government does not care about your citizenship or your well-being unless they can somehow benefit from your release.  In fact, you and your citizenship is a liability to the federal government.  They just as soon as designate you "terrorist" for complaining about them.  It's evident by the masses pouring into the country illegally that they U.S. doesn't care about your status.  So when you do decide to pick another country to live in, be sure they're not at war or that the government is not owned by the U.S. or British empires.  The U.S. could have saved Gonzalo Lira, but they chose not to.  Gonzalo was a filmmaker, but where were all of the Hollywood stooges, like Ben Stiller and Sean Penn, butt pals with Zelensky?  They couldn't put in a word to intervene?
