Councilman Andrew Gruel “When you go to the DMV and you get a driver's license or an ID, you register to vote, you do not need any citizenship to do that. When you get any benefits in the state of California, they send you a voter registration card. You do not need to show any ID or proof of citizenship to do that. Then you're on the voter rolls.
