The U.S. is one of only 7 nations to vote against against the 1998 creation of the ICC, International Criminal Courts. The U.S. regards itself exempt from ICC jurisdiction. It's one reason why we never see U.S. heads of state prosecuted. But it doesn't mean that the U.S. can't use the ICC as a weapon against its enemies.
