All of what you've been watching in American cities with the drug and opioid crises, homelessness, senseless violence, unchecked graffiti writ large, vaccines, and so forth, it sets up leaders to make it easier for them to accept casualties in cities like Los Angeles, Chicago, Miami, New York, Pittsburgh, Denver, and others from war.  War is the ultimate goal, else city leaders would take pride in their surroundings and spruce things up, or at least maintain it for the citizens, not for foreigners.
