Scott explains that Condoleeza Rice is the one who tore up the Anti-Ballistic Missile Treaty, ABM, and put dual-use missile launchers in Poland that can launch Tomahawk missiles tipped with H-bombs and she's the one who brought the Baltic states right on Russia's border into NATO and promised to bring Ukraine and Georgia into NATO.  This is all her fault while she was working for George W.
