LA CAN. These NGOs push the anti-western, anti-capitalist, pro-homeless propaganda, where they insist that unclean, homeless, mentally-ill, drug-addled youngish men and women are deserving of, not so much biological or psychological rehabilitation, but dignity. It's why the cities across the Southland treat the homeless as untouchables, because these NGOs want you to think of the homeless as saints, like the St. Francis of Assisi but recuperating from crack cocaine or fentanyl addiction.
